Instructions:
Preheat oven to 350°F (175°C).
In a skillet, cook ground beef over medium heat until browned. Drain excess fat.
Add chopped onion and celery to the skillet. Cook until vegetables are tender.
Stir in cream of mushroom soup, cream of chicken soup, cooked rice, chow mein noodles, and water. Mix well.
Transfer the mixture to a casserole dish. Bake in the preheated oven for 30-40 minutes, or until bubbly and heated through.
Notes:
For extra flavor, top with shredded cheese before baking.
