Instructions:
Preheat oven to 375°F (190°C).
In a large bowl, mix grated potatoes, grated onion, beaten eggs, flour, salt, and pepper.
Heat vegetable oil in a large skillet over medium-high heat.
Drop spoonfuls of the potato mixture into the skillet, flattening them with a spatula.
Fry until golden brown on both sides, about 3-4 minutes per side.
Transfer fried latkes to a baking dish.
Bake in the preheated oven for 20-25 minutes until cooked through.
Serve hot with sour cream and chives, if desired.
Notes:
For a crispier texture, you can fry the latkes a bit longer before baking.
