Instructions:
In a bowl, mix flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add milk, vegetable oil, eggs, and vanilla extract. Mix until smooth.
Pour the batter into a greased cake pan that fits in the Instant Pot.
Add 1 cup of water to the Instant Pot, then place the trivet inside.
Carefully lower the cake pan onto the trivet.
Close the Instant Pot, set to high pressure for 30 minutes.
Quick release the pressure and carefully remove the cake.
Let it cool before serving.
