Instructions:
Season beef with salt and pepper.
Set Instant Pot to sauté mode, heat oil, and brown beef in batches. Remove and set aside.
Sauté onion and garlic until fragrant.
Add cumin, oregano, bay leaves, diced tomatoes, beef broth, and beef back to the pot.
Close lid, set to high pressure for 30 minutes.
Meanwhile, blend chilies, spices, and vinegar until smooth.
Quick release pressure, shred beef, and stir in chili mixture.
Set to sauté mode and cook until thickened.
Serve in bowls with warm tortillas and enjoy!
Notes:
For an extra kick, serve with lime wedges and chopped cilantro.
