Instructions:
Preheat oven to 400°F (200°C).
In a skillet, brown the ground beef with the onion and garlic until cooked through.
Add carrots, peas, beef broth, tomato paste, and Worcestershire sauce. Simmer for 10 minutes.
Season with salt and pepper.
Transfer the meat mixture to a baking dish.
Spread mashed potatoes over the top.

Notes:
