Instructions:
1. Toast the dried chiles in a dry skillet over medium heat until fragrant, about 2 minutes.
2. Soak the toasted chiles in hot water for 20 minutes, then drain.
3. Blend the soaked chiles, onion, garlic, oregano, cumin, and 1 cup of beef broth until smooth.
4. In a large pot, add the beef chunks and pour the blended sauce over the meat.
5. Add the remaining beef broth, bay leaves, salt, and pepper. Bring to a boil, then reduce heat and simmer for 3 hours or until the beef is tender.
6. Remove the bay leaves and shred the beef with forks. Serve with warm tortillas and your favorite toppings.
Notes:
Birria is traditionally served with a side of consommé for dipping.
