Instructions:
Cook macaroni according to package instructions. Drain and rinse with cold water.
In a large bowl, whisk together mayonnaise, vinegar, sugar, mustard, salt, and pepper.
Add macaroni, eggs, celery, onion, and red bell pepper to the bowl. Mix well to coat.
Cover and refrigerate for at least 1 hour before serving.
Notes:
For best results, let the salad sit overnight to allow the flavors to meld.
