Instructions:
1. Boil the potatoes in a large pot until tender, about 15-20 minutes. Drain and let cool.
2. In a large mixing bowl, combine mayonnaise, mustard, vinegar, salt, and pepper.
3. Add the cooled potatoes, celery, and onion to the bowl. Mix well to coat.
4. Chill in the refrigerator for at least 1 hour before serving.
Notes:
For extra flavor, add chopped pickles or hard-boiled eggs.
