Instructions:
1. In a skillet over medium heat, cook the ground beef until browned. Drain excess fat.
2. In a mixing bowl, combine soy sauce, brown sugar, garlic, sesame oil, ginger, and red pepper flakes.
3. Pour the sauce mixture over the cooked beef. Simmer for 2-3 minutes.
4. Serve the beef over cooked rice. Garnish with green onions and sesame seeds.
