In a mixing bowl, combine ground pork, shrimp, carrots, green beans, cabbage, onion, garlic, soy sauce, salt, and black pepper. Mix well.
Place about 1 to 2 tablespoons of the mixture on a lumpia wrapper. Fold the wrapper over the mixture, fold in the sides, and roll tightly. Seal the edge with a dab of water.
Heat oil in a frying pan over medium heat. Fry the lumpia in batches until golden brown and crispy, about 3 to 5 minutes per side.
Drain on paper towels and serve hot with your favorite dipping sauce.

For a healthier option, you can bake the lumpia in a preheated oven at 400°F (200°C) for 20-25 minutes, turning once halfway through.
