In a large bowl, mix flour and salt. Cut in butter until mixture resembles coarse crumbs. Stir in water, a tablespoon at a time, until mixture forms a ball. Wrap in plastic and refrigerate for 4 hours or overnight.
Roll out dough on a floured surface. Cut into 6-inch circles.
In a bowl, combine beef, potatoes, onions, turnips, salt, and pepper. Place a small amount of filling on one half of each dough circle. Fold over and seal edges.
Place pasties on a baking sheet. Bake for 1 hour or until golden brown.
