In a large mixing bowl, combine the cooked rice, black beans, corn, salsa, half of the shredded cheese, cumin, chili powder, salt, and pepper. Mix well.
Transfer the mixture to a greased baking dish and spread it out evenly.
Sprinkle the remaining shredded cheese on top.
Bake in the preheated oven for 25-30 minutes, or until the cheese is melted and bubbly.
Remove from the oven and let it cool for a few minutes before serving.
