Add taco seasoning and salsa to the beef. Stir to combine.
In a baking dish, layer tortillas, beef mixture, black beans, corn, and cheese. Repeat layers until all ingredients are used, ending with cheese on top.
Bake in preheated oven for 25-30 minutes, or until cheese is melted and bubbly.
