In a large bowl, combine the cooked beef mixture, uncooked rice, sauerkraut, beef broth, salt, and pepper. Mix well.
Transfer the mixture to a greased baking dish. Cover with aluminum foil.
Bake in the preheated oven for 45 minutes, or until the rice is tender and the liquid is absorbed. Remove the foil during the last 10 minutes of baking to allow the top to brown slightly.
