Add chopped onion and minced garlic to the skillet. Cook until onions are translucent.
Stir in tomato sauce and simmer for 5 minutes.
In a baking dish, layer the ingredients starting with the cooked rice, then the beef mixture, followed by black beans, corn, sour cream, shredded cheese, and crushed tortilla chips.
Bake in preheated oven for 30 minutes or until cheese is melted and bubbly.
Let it cool for a few minutes before serving.
