Instructions:
Preheat your oven to 350°F (175°C).
In a mixing bowl, combine cooked rice, mixed vegetables, shredded cheddar cheese, milk, melted butter, salt, and black pepper.
Transfer the mixture to a baking dish and spread it out evenly.
Bake in the preheated oven for 30 minutes, or until the top is golden and bubbly.
