Instructions:
Preheat oven to 350°F (175°C).
In a mixing bowl, combine ground beef, cooked rice, salt, and pepper.
Layer half of the chopped cabbage in a baking dish.
Spread the beef mixture over the cabbage layer.
Top with the remaining cabbage.
Pour tomato soup and diced tomatoes over the top.
Cover with foil and bake for 1 hour.
