Instructions:
Preheat your oven to 375°F (190°C).
Slice the hot dogs into bite-sized pieces.
In a mixing bowl, combine the heavy cream, mustard, garlic powder, onion powder, salt, and black pepper.
Place the sliced hot dogs in a baking dish and pour the cream mixture over them.
Sprinkle the shredded cheddar cheese evenly over the top.
Bake in the preheated oven for 25-30 minutes, or until the cheese is bubbly and golden brown.
