Instructions:
Preheat your oven to 375°F (190°C).
In a mixing bowl, combine the cooked rice, milk, shredded cheese, frozen peas, salt, and black pepper.
Place the fish fillets in a baking dish and pour the rice mixture over the top.
Bake in the preheated oven for 45 minutes, or until the fish is cooked through and the top is golden brown.
Let it cool for a few minutes before serving.

Feel free to add any other vegetables you like, such as carrots or bell peppers.
