Instructions:
Preheat oven to 375°F (190°C).
Heat olive oil in a pan over medium heat. Add onion and garlic, sauté until soft.
Add fennel slices, cook for 5-7 minutes until slightly tender.
Transfer fennel mixture to a baking dish. Pour heavy cream over the top.
Sprinkle Parmesan cheese, salt, and pepper.
Bake for 45 minutes until golden and bubbly.
