In a skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
Steam or boil the cauliflower florets until tender, about 5-7 minutes. Drain well.
In a large mixing bowl, combine the cooked ground beef, cauliflower, shredded cheddar cheese, sour cream, garlic powder, onion powder, salt, and pepper. Mix well.
Transfer the mixture to a baking dish and spread it out evenly.
Bake in the preheated oven for 20-25 minutes, until the top is golden and bubbly.
