Instructions:
Preheat oven to 375°F (190°C).
In a saucepan, melt butter over medium heat. Stir in flour, salt, and pepper until smooth.
Gradually add milk, stirring constantly until thickened.
In a greased baking dish, layer half of the potatoes, ham, and onion. Pour half of the sauce over the top. Repeat layers.
Cover and bake for 45 minutes. Uncover and bake for an additional 15 minutes or until potatoes are tender.
Notes:
Let the casserole sit for a few minutes before serving to allow it to set.
