Instructions:
Preheat your oven to 375°F (190°C).
In a large mixing bowl, combine ground beef, breadcrumbs, beaten egg, milk, salt, and pepper. Mix well.
Spread the meat mixture evenly in a baking dish.
Spread mashed potatoes over the meat mixture.
Sprinkle shredded cheddar cheese on top.
Drizzle ketchup over the cheese.
Bake in the preheated oven for 45 minutes, or until the meat is cooked through and the cheese is bubbly and golden.
Let it cool for a few minutes before serving.
