Instructions:
Preheat your oven to 350°F (175°C).
In a large skillet, brown the beef over medium-high heat.
Add the onions, carrots, celery, and garlic. Cook until vegetables are tender.
Stir in the barley, beef broth, salt, and pepper. Bring to a boil.
Transfer the mixture to a casserole dish. Cover and bake for 1 hour and 30 minutes, or until the barley is tender.
Let it cool for a few minutes before serving.
