Instructions:
Preheat your oven to 350°F (175°C).
In a mixing bowl, combine the mashed potatoes, shredded cheese, sour cream, milk, melted butter, garlic powder, salt, and black pepper. Mix well.
Transfer the mixture to a greased baking dish and spread it out evenly.
Bake in the preheated oven for 30 minutes, or until the top is golden and bubbly.
Garnish with chopped chives if desired and serve hot.
