Salt and Pepper
Instructions:
1. Preheat oven to 350°F (175°C).
2. In a large pot, melt butter over medium heat. Stir in flour and cook for 1-2 minutes.
3. Gradually whisk in milk, cooking until thickened. Add salt and pepper to taste.
4. In a baking dish, layer cabbage, ham, and cheese. Pour sauce over the top.
5. Bake for 45 minutes or until bubbly and golden brown.
Notes:
Feel free to add other vegetables like carrots or peas.
