Instructions:
Preheat your oven to 375°F (190°C).
In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
Add the marinara sauce, bell peppers, onions, cauliflower rice, garlic powder, dried oregano, salt, and black pepper to the skillet. Stir to combine.
Transfer the mixture to a baking dish and spread it out evenly.
Sprinkle the dairy-free cheese on top.
Bake in the preheated oven for 25-30 minutes, until the cheese is melted and bubbly.
Remove from the oven and let it cool for a few minutes before serving.
