Instructions:
Heat oil in a large pot over medium heat. Add beef and brown on all sides.
Add chopped onion and minced garlic. Cook until onion is translucent.
Pour in beef broth and water. Bring to a boil, then reduce heat to low and simmer for 1 hour.
Add carrots and potatoes. Simmer for another 30 minutes or until vegetables are tender.
Stir in fish sauce, sugar, salt, and black pepper. Simmer for an additional 10 minutes.
Serve hot and enjoy!
