Instructions:
Rinse and soak the black-eyed peas overnight.
In a large pot, heat the vegetable oil over medium heat.
Add the chopped onion, garlic, and bell pepper. Sauté until soft.
Add the chopped tomatoes and cook for another 5 minutes.
Drain the soaked black-eyed peas and add them to the pot.
Add the salt, black pepper, and paprika. Stir well.
Pour in the water and bring to a boil.
Reduce heat, cover, and simmer for 45 minutes or until the peas are tender.
Notes:
Serve hot with rice or bread.
