Instructions:
1. In a large pot, melt the butter over medium heat.
2. Add the beef and cook until browned on all sides.
3. Add the chopped onion and minced garlic, cook until softened.
4. Stir in the tomato paste, salt, and pepper.
5. Pour in the beef broth and bring to a boil.
6. Reduce heat, cover, and simmer for 1 hour.
7. Add the carrots and potatoes, simmer for another 30 minutes or until vegetables are tender.
8. If using, mix flour with a bit of water to make a slurry and stir into the stew to thicken.
9. Adjust seasoning to taste and serve hot.
Notes:
For a richer flavor, you can add a splash of red wine when adding the broth.
