Instructions:
Preheat oven to 325°F (165°C).
In a large bowl, combine flour, salt, and pepper. Coat the beef with the flour mixture.
In a large Dutch oven, heat a small amount of oil over medium-high heat. Brown the beef in batches.
Add garlic, bay leaf, paprika, Worcestershire sauce, and onion to the pot. Stir in beef broth.
Add potatoes, carrots, and celery. Stir to combine.
Cover and bake in preheated oven for 2 hours, or until meat and vegetables are tender.
