1. Rinse the rice under cold water until the water runs clear.
2. In a pot, bring 4 cups of water to a boil. Add the rice and a pinch of salt. Reduce heat to low, cover, and simmer for 18-20 minutes or until rice is tender.
3. In a pan, heat the vegetable oil over medium heat. Add the chopped onions and cook until translucent.
4. Add the minced garlic and cook for another minute.
5. Pour in the tomato sauce, add salt and black pepper to taste. Let it simmer for 10-15 minutes.
6. Serve the stew over the cooked white rice.
