Salt and pepper to taste
Instructions:
Heat oil in a large pot over medium heat. Brown oxtails on all sides.
Add onions and garlic, cook until softened.
Add carrots, celery, diced tomatoes, beef broth, thyme, and bay leaf. Bring to a boil.
Reduce heat, cover, and simmer for 1.5 hours.
Add rice, cook for another 30 minutes or until rice is tender.
Season with salt and pepper to taste.
