Instructions:
Heat the olive oil in a large pot over medium heat.
Add the goat meat and brown on all sides.
Add the onion, garlic, and bell pepper. Cook until softened.
Stir in the tomato sauce, water, oregano, thyme, salt, and black pepper.
Bring to a boil, then reduce heat to low. Cover and simmer for about 2 hours, or until the meat is tender.
Stir in the chopped cilantro just before serving.
Notes:
Serve with rice or plantains for a complete meal.
