Instructions:
1. Heat oil in a large pot over medium heat. Add garlic and onion, sauté until fragrant.
2. Add beef chunks and cook until browned on all sides.
3. Pour in beef broth, soy sauce, and fish sauce. Add bay leaves and black pepper. Bring to a boil.
4. Reduce heat to low, cover, and simmer for 45 minutes.
5. Add potatoes and carrots. Continue to simmer until vegetables are tender, about 15 minutes.
6. Adjust seasoning with salt and pepper to taste. Serve hot.
Notes:
This stew is even better the next day. Store leftovers in the fridge and reheat before serving.
