Instructions:
Coat beef with flour.
Heat oil in a large pot over medium heat. Brown beef in batches.
Add onion and garlic, cook until softened.
Stir in beef broth, tomatoes, carrots, potatoes, celery, salt, pepper, paprika, cayenne, and bay leaves.
Bring to a boil, reduce heat, cover, and simmer for 2 hours.
Remove bay leaves, stir in parsley before serving.
