Instructions:
1. In a large pot, bring water to a boil.
2. Gradually add cassava flour, stirring continuously until smooth.
3. In another pot, cook beef until browned.
4. Add tomato sauce, onion, garlic, salt, and pepper to the beef. Simmer for 30 minutes.
5. Serve the stew hot with fufu.
Notes:
Fufu can be made with different types of flour, such as yam or plantain flour.
