Instructions:
1. Soak the short ribs in cold water for 30 minutes to remove excess blood. Drain and set aside.
2. In a large pot, add the short ribs, water, soy sauce, brown sugar, garlic, ginger, and onion. Bring to a boil.
3. Reduce heat to low and simmer for 1.5 hours, or until the meat is tender.
4. Add the carrots and potatoes. Continue to simmer for another 30 minutes, or until the vegetables are tender.
5. Stir in the sesame oil and green onions. Serve hot.
Notes:
For a richer flavor, you can add a few dried shiitake mushrooms to the stew.
