1. In a large pot, add the soaked red kidney beans and enough water to cover them. Bring to a boil, then reduce heat and simmer until beans are tender, about 1 hour.
2. Add the coconut milk, meat (if using), garlic, scotch bonnet pepper, thyme, scallions, salt, and black pepper. Stir well and let it cook for another 30 minutes.
3. While the stew is cooking, prepare the dumplings. In a bowl, mix the flour, water, and salt to form a dough. Roll the dough into small balls or elongated shapes.
4. Add the dumplings to the pot and cook for another 15 minutes, or until the dumplings are cooked through.
5. Remove the scotch bonnet pepper before serving. Serve hot and enjoy!
