Instructions:
1. Heat the oil in a large pot over medium heat.
2. Add the brown sugar and let it caramelize.
3. Add the oxtail pieces and brown on all sides.
4. Add the chopped onion and garlic, cook until soft.
5. Pour in the beef broth, thyme, salt, and pepper. Bring to a boil.
6. Reduce heat to low, cover, and simmer for 2.5 to 3 hours.
7. Add the carrots and potatoes, cook for another 30 minutes.
8. Serve hot with rice or bread.
Notes:
This stew is even better the next day, so consider making it ahead of time.
