Instructions:
Heat the oil in a large pot over medium heat. Add the onions and cook until golden brown.
Add the beef and cook until browned on all sides.
Stir in the paprika and garlic, and cook for another minute.
Add the water, salt, and pepper. Bring to a boil, then reduce heat and simmer for 1.5 hours, or until the meat is tender.
Notes:
Serve with dumplings or potatoes.
