Instructions:
1. In a large pot, brown the beef stew meat over medium heat.
2. Add the chopped onion and minced garlic, cook until softened.
3. Stir in the tomato paste, dried thyme, dried rosemary, and black pepper.
4. Pour in the low sodium beef broth and bring to a boil.
5. Reduce heat, cover, and simmer for 1 hour.
6. Add the sliced carrots, celery, and diced potatoes. Simmer for another 30-40 minutes or until vegetables are tender.
7. Adjust seasoning if needed and serve hot.
