Instructions:
1. Heat olive oil in a large pot over medium heat. Add beef tips and cook until browned on all sides.
2. Add chopped onion and minced garlic to the pot. Cook until onions are translucent.
3. Stir in flour and cook for another minute.
4. Gradually add beef broth, water, and Worcestershire sauce. Stir well.
5. Add chopped carrots and potatoes. Season with salt and black pepper to taste.
6. Bring to a boil, then reduce heat and simmer for 1 hour, or until beef and vegetables are tender.
Notes:
Serve hot with crusty bread or over mashed potatoes.
