Instructions:
1. In a large pot, heat some oil over medium heat. Add the beef and brown on all sides.
2. Add the chopped onion, green bell pepper, and minced garlic. Cook until the vegetables are soft.
3. Stir in the tomato sauce, beef broth, cumin, oregano, and bay leaves. Bring to a boil.
4. Reduce the heat to low, cover, and simmer for about 1 hour.
5. Add the potatoes and carrots. Continue to simmer for another 30-40 minutes, or until the vegetables are tender.
6. Season with salt and pepper to taste. Serve hot.
Notes:
This stew is even better the next day. Serve with rice or crusty bread.
