Instructions:
1. Combine chicken, soy sauce, and garlic in a large pot. Marinate for at least 30 minutes.
2. Add vinegar, onion, bay leaves, peppercorns, and water to the pot.
3. Bring to a boil, then reduce heat and simmer for 45 minutes until chicken is tender.
4. Serve hot with steamed rice.
Notes:
For a richer flavor, you can brown the chicken in a bit of oil before adding the marinade.
