In a mixing bowl, combine ground beef, breadcrumbs, Parmesan cheese, parsley, egg, garlic powder, onion powder, salt, and pepper. Mix until well combined.
Form the mixture into meatballs, about 1 inch in size.
Pour marinara sauce and water into the Instant Pot. Place the meatballs in the sauce.
Close the Instant Pot lid and set the valve to sealing. Cook on high pressure for 8 minutes.
Once done, allow for a natural pressure release for 5 minutes, then do a quick release.
Serve the meatballs with sauce over pasta or with crusty bread.
