Rinse the quinoa under cold water in a fine-mesh strainer.
Add the rinsed quinoa, water or broth, and salt to the Instant Pot.
Close the lid, set the valve to sealing, and cook on high pressure for 1 minute.
Allow natural pressure release for 10 minutes, then release any remaining pressure.
Fluff the quinoa with a fork and serve.
